The amount of revenue and the progressiveness of a tax are not closely related. A progressive tax of modest increases does not really cause a noticable tax-cut for the poorer members but does provide a brake to increases of the richer members (because of differential numbers of rich/poor).

The total size of revenues is another parameter entirely. It doesn't help to toss all your complaints into one basket and then look for a scapegoat.
