But the intent of those programs is not to promote "tolerance and respect"; it is to make converts. It takes essentially no reading between the lines to see that. The accomplishment of their goals- -reforming the convert's lives- -depends on that. That can be negotiated by Congress and the states by an amendment repealing the establishment clause, but no other way. Is the Constitution now, even to conservatives, nothing but an inconvenient piece of paper?
