Per Briefing.com it was more than just "an insider," as first reported. The original report had the seller as Williams' CEO (or Chairman). The corrected report had the seller as Williams Company itself, a big ONIS customer.

Guess the market felt that when one of your top customers is selling your stock, that is not good. In fairness to ONIS, it may have been that Williams needed the cash - maybe to pay for equipment bought from ONIS <g>.
