What is the US definition of a "full blown"???

It works, well enough to deploy elsewhere. I've seen attempts at software development by committee. It does not work. I anticipate the same for UMTS as currently in consideration. Change the methodology, then you increase the chances and the timeframe. From a committee(3GPP) to the field...........it will never happen.

Hey, I'm not even taking a QCOM stance here. This is a process stance based on experience. If the engineers in the field are given leeway to develop WCDMA, they can get it done. If they choose to make it look like CDMA2000 or not, they'll get it right eventually. From 3GPP will come nothing.
