Without reading the entire paragraph I don't really know. Some possibilities are;

Opening purchase
A transaction in which the purchaser's intention is to create or increase a long position in a given series of options.

Opening sale
A transaction in which the seller's intention is to create or increase a short position in a given series of options.

Open interest
The number of outstanding option contracts in the exchange market or in a particular class or series.

Im sure you can find out anything you want to know about options on the CBOE site if you wish. It's a free online learning center put together by the Chicago Board of Options Exchange. I can't think of a better resource to learn about trading options.

They are referring to going long on either puts or calls.

In the case of writing (shorting) puts or calls, the opening action is selling.
