Yes but if they were not operated a child could not run into them. A defect in a tire cannot be predicted. All kinds of human activity has risks and some are far worse than tobacco. I do presume myself so smart as to tell other how they must act. I will give my advice but the consent is theirs.

I can see no logic in banning an activity that has statistically based long term consequences.
