Have you ever heard of ORIGINAL INTENT?

Absolutely, and in US vs Miller they go through the original intent, the passage cited earlier in fact alludes to that point quite clearly. If you perhaps go back to US vs. Miller you'll notice the various citations that the Court used to establish the original intents.
