Internal combustion engines are actually pritty efficient as engines go. I doubt your statement that fuel cells that use fossel fuels are more efficient than those those that "push pistons". Nevertheless, hydrogen does not have to be gotten from fossel fuels -- there is plenty of it in water, and it is easily made from water lots of ways.
