C'mon...Sure it matters very much and so does the ABM treaty we wrote and signed. Re suitcase nukes...well if you have to have your weapons to protect democracy and freedom from our government gone crazy then you need suitcase nukes to fight them since they will have a BMD system. Your UZIs and AK 47s surely are not enough. Good thing the founding fathers did not eliminate suitcase nukes with the second amendment.
