That's an eye-cathing statement. I might have thought that any spending is stimulating of the economy, i.e., increases goods and services [directly and indirectly]. Though while the actually spending stimulates the economy, the drag comes when you stop spending. The defense spending in the 80's, considerably wastefull, did stimulate the economy but when it subsided as it had to, the decrease in spending created a drag.
