Geez, you want an entire Billion...greedy son of a gun you are... Well, it's not too early to start. You'll have to go for developing a BMD weapon system. That might sound intimidating, but keep in mind that it doesn't have to actually work. What criteria must it meet. Two. (1) It's got to be something that no one has proposed, e.g., you'll harness the psychic powers of Congress to destroy incoming ballistic missiles. [You want sole source, not a competitive procurement. and (2) It's got to have a realllllly cool name. That's it. You should be able to get a Billion out of that. The likely time to submit the proposal is when the supplemental to the Defense Appropriations Bill is proposed. But don't wait to get started. It's time to start generating your vu-graphs and lobbying with the BMD office. jttmab
