Perhaps he is a towering statesman in the sense that he took it upon himself to decide what the public should know and when they should know it. Kind of an "extremism in the defense of liberty is no vice" sort of guy. Maybe he didn't technically lie to congress, but he surely didn't let on all he knew. He did deny any connection between the Contras and the drug traffickers, even though the CIA has since admitted that the Contras were trafficking, and that they knew it at the time. No surprise that Papa Bush felt it necessary to pardon him.
