One of the topics of the session was the poor state of the accounting management system within the DoD. Who spent what, who was invoiced, when were they paid, what were they paid, etc.? Unconnected systems, et al. Rumsfeld wants to fix it. Good for him, good idea. But no one knows the size of the problem or what one would specifically do. Estimates are pretty wide...$1B - $2B [with an unqualified: maybe]. So Rumsfeld has budgetted for an effort to figure out what's there and come up with an architecture of how the problem will be solved and cost estimates for the solution. An architecture is translated to a set of pretty vu-graphs, suitable for Congress, with an accompanying paper[s]. Cost for the architecture study: $100M. ... Nobody blinked an eye at $100M for a study. This is no $50,000 study. But I'm willing to take it on for $75M. That's a 25% savings to the government and your taxpayer dollars. Great travel, assess the accounting systems in Hawaii, US locations overseas.....I'll hire an MBA to assess the systems down in Ft. Gordon, GA. jttmab
