GAZ, FAC idea will not fly too high (pun intended). Governments get on the way. Remember Toynbee? Governments like to put a uniformed man at each end of any communication line. (be it people of information) You have FCC and FAA!) You have the ITU-T and you have the ICAO. So there will be always a 'sort-center' in communications lines. So the uniformed men will be there to put a stupid stamp in our passports and make custom clearances. They can't do that in every city.
