I would be very surprised if Dell were trying to cheat Microsoft.

Yeah, I know, I don't really think Dell is out actively pirating Windows. But it still ticked me off that they shipped me a PC with no installation disc. Don't they know that reinstalling Windows is the first line of defense used by tech support people who have to support Windows products? That's why Microsoft's tech support people answer the phone and say, "Hi, my name is Bob. Have you reinstalled Windows? Your credit card will be automatically charged for my assistance. <click>" [phone conversation distilled for your reading pleasure].
