The revised WCDMA chip rate was offered as a compromise by Ericsson to Qualcomm's first Principle (of 5 Principles) in 11/99. The chip rate change was formally accepted and agreed by all (driven by ad hoc OHG) in May 2000.

US may have entered into it in that CDMA was widely deployed in US, but basically because the opposition to the originally proposed WCDMA chip rate was by Qualcomm of the USA.
