As a matter of plain English usage it doesn't modify the 2nd clause of the amendment
The preamble is not a modifier, but it is linguisticly tied to the rest of the amendment. The word "being" carries a lot of weight here and changes what could be a sentence into a fragment.

Excellent find, Sir! I see that certain sub-70-IQ members of the thread are already trying to dismantle this or ridicule it, but the language is plain enough that even they should be able to understand it.

Incidentally (and you probably know this) that was the meaning of "militia" at the time the 2nd amendment was written- -the militia of a state were its able-bodied men.
