Is a BMD actually unworkable? It won't stop everything, true. A leaky tanker or a suitcase can still get through. But how do you get a leaky tanker to Minot, ND? Because when we find out who sent that tanker, that's where our answer will come from. And if they don't have a working BMD, they've got a problem.

If the suitcase is traced back to Ben Laden. Who do we shoot a Minuteman at? If it's a Palestinian terrorist, do we shoot one at the West Bank. That's awkward.

Distinguishing 1 of N^3 cheap decoys from 1 of N real warheads could make the system useless.

It actually turns out that it's fairly easy to differentiate the cheap decoys from the real thing. Personnaly, that's one of things that ticks me off about the test. The pretense that it's difficult.
