Here's how Intel made the quarter:

On a year-to-date basis, the tax rate was approximately 25.7 percent, excluding the impact of acquisition-related costs, lower than the previous
expectation of 29.8 percent. The effective tax rate for the second quarter was 19.7 percent including an adjustment to reflect the new tax rate for the
year.

Joe Osha just said that he doesn't recommend buying the stock until it gets to a reasonable valuation, and that "we're not there, yet."
