Also your post implies that the Bush administration is planning some big hike in military spending. If they are they are keeping it a very good secret.

A number of recent articles have suggested that major overhauls will soon be recommended. They are expected to be very expensive.

A lot of the new ideas make very good sense, but unless they are applied with common sense and some serious attention to the procurement process, they will become a major budget headache.
