All of it is ready for GPRS (the info of the
handset, time slots, channels, cells,etc)

Ok, I "admit", some of the US frequency mess goes back
a long time in history, and with FCC representing
big, bad and evil gvmt, the four TV channels
enjoying keeping CNN out of the ether due to their
"rightful acquired property", pushed CNN into space and
cable, what else can one expect..
(well, CSPAN beeing pushed out of the cables due to
"digital must carry")

But still a mess.. one can differ on the reasons, historical
or present.

Seems like vodaphone is telling verizone to get
moving and connect globally, not bend over??

Vodafone probably have some experience on tourism and
business expenses, both in mainland europe and
frmr colonies.

The EU cavalry just rode into Vodaphone, have not had
the reason to visit scandinavia, Telia-Sonera sorted
out things, mutual access to backbones and base station
channels, but sometimes a fatherly shot across the
bow is needed.

I hope you remember my last summer story on me nephew sms-messaging from the train to mumbay, after riding
a camel in New Delphi (wrong continent??) and asking me what tabla, citar CD
I wanted. Luckily for her I paid our voice communication.
(and she donated her local prepaid SIM card to her
local buddy, sold her 5-series for a suitable price
to enjoy an 8-series when back home, although had to
unscrew it first)
