They hang together because they are stalling fo time to come up with a viable candidate to take Condit's place. There are several Repubs now that could beat any currently available dem. The dems need to find one of their own; Condit was considered safe for 5-10-20 more years if he wanted it. With the dem State Legislature working on reapportionment thrown in the mix, EGAD.

A special election from the dems view must be put off as long as possible and the Repubs need the special election now. A Repub winner of the spl election will be the incumbant unless the dems can redistrict him out by the primary in Feb 02. If a dem wins the spl election, redistricting is a moot point in this district.
