All the years since have been building towards signing that thing. The new administration could have diplomatically ducked and weaved for years without ever signing or not signing. Or they could have asked for a rethink. There was no reason to just pull the rug out from under the international community--except clumsiness, arrogance, or politics. You pick.

I might have tried to be more diplomatic, perhaps quietly explaining my position to the European leaders first at least if I had not campaigned against it in the first place. But if you think something is wrong it is often best to clearly oppose it, rather then ducking and weaving and delaying. If you don't want it to happen during your administration but don't care if it happens later then delaying is fine. Maybe I'm just too honest and direct to be a good politician or diplomat. <g>

Also it isn't just Kyoto that is causing some European leaders to act betrayed. Missile defense is an area where we had no commitment to them at all (not even a tenuous non binding commitment like that of Kyoto), but some European leaders seem to think that GW is betraying them because on this because he has a different policy then Clinton.
