If you have an account with Profunds, I believe you can transfer in and out between funds for no charge. Through a broker, you pay whatever fee they charge for mutual fund transactions ($18 or thereabouts at Ameritrade).
Your question is not directed to me, of course, but I can tell you what I do: I hold a fairly good size position in USPIX and trade a smaller position any day the Naz has moved by more than 15 points either way by 1:30 pm CST. I sold x # of dollars last Tuesday, bought them back Thursday, sold them again Monday, and bought a slighter smaller amount yesterday. I hope to sell today, but I'm just as ready to buy if we go up. It's been a perfect few weeks for this kind of strategy.
