Under that system you had the ability to flee one State and go to a State less oppressive, or more in line with your views. Example: say the State of New York collected income taxes, sales taxes, prohibited privately owned firearms, made abortions a crime, collected high property taxes, enacted numerous confiscatory laws, had harsh penalties for drug use (drugs defined as heroin, cocaine, hashish, caffeine and nicotine) and prosecuted prostitutes and their customers. On the other hand, the Great Free State of Texas set no limit on these individual freedoms and sought only to regulate drugs and prostitution without treating them as criminal offenses. Now, people have a choice. If they think Texas is wrong, they can go to New York, while people in New York would be free to leave if they thought the government had become oppressive and move to, say, Texas. Under Federalism if the centralized State becomes oppressive you have no options except to become an ex-patriot.
