I agree to what you write, just adding that there even is a need for vertical positioning, to know which floor... Obviously important for some use, getting the advertisement from the wrong floor 3gpp.org 22.071 or 072?? 4.2.2 Vertical Accuracy For Value Added Services, and PLMN Operator Services, the following is applicable: The LCS Server may provide the vertical location of an MS in terms of either absolute height/depth or relative height/depth to local ground level. The LCS Server shall allow a LCS Client to specify or negotiate the required vertical accuracy. The LCS Server shall normally attempt to satisfy or approach as closely as possible the requested or negotiated accuracy when other quality of service parameters are not in conflict. The vertical accuracy may range from a about ten metres (e.g. to resolve within 1 floor of a building) to hundreds of metres. For Emergency Services (where required by local regulatory requirements) there is no requirement for the support of vertical positioning.

GPS will get me movie times with the push of 3 buttons regardless of what theater I am standing nearby. Tell me where the bunkers are and the par of the hole I am standing beside. Accurate directions to my destination. Where the gate to my connecting flight is and if I should run like hell or not. Yes, I would like to know which !%@&% isle of this bloated grocery store I am visiting has the beer. Accurate and private position determination will drive new growth levels in wireless web consumption. Network based location determination can be a first step. But, eventually your customers will find Snaptrack rewarding.
