"Tualatin's initial target is high-end business notebooks,"

And where is it? The reports were that the server was a low-key launch because Intel wanted everyone to focus on the Tualatin mobiles. Well, the mobiles were launched pretty low-key too, as an entry on a pricelist. As far as launch partners, the only thing I saw was a picture of a notebook in Japan.

In comparison, the Athlon4 was a world-class rollout.

Now true, the Athlon4 won't get into the ultra-thin notebooks until the SFF packages ship (if then). But it is out there in force at this point, and Tualatins are noticeable by their absence...

Fyo, Re: Tualatin, esp. with the new chipset (the one with improved SpeedStep - is it out yet?) is just plain a better notebook solution than Athlon4.

Yes, Sony introduced a laptop with it yesterday in Japan (the chipset is called i830MP). I don't know if it has improved speed step functionality but Otellini said something in this regard IIRC. Since it will be introduced this month, we'll find out soon enough.
