Your .5 reliability scenario assumes two things:
That will be the reliability of the final system. Unlikely.
That, given a number that low and a decision to deploy, only one intercept would be fired at each incoming. Again unlikely.

And your .9999 argument:
Given a massive attack, some missiles are likely to get through, yes.
You can lose 250,000,000 with no defense.
Or you can lose 25,000,000 with a BMD.
Your choice.

Your El Paso scenario: I presume this is a statement that, given a good BMD, aggressors will use a different delivery method. What do you suggest?
Leaky freighters are only good for coastal and some river cities.
You might be able to take out a few silos at Minot with suitcases.
But you'll still glow in the dark for the next thousand years when the US finds out who did it. Again, your choice.

We've promised the world that we would never shut down GPS. I doubt that there is any country that actually believes that under all circumstances. IMO, if push comes to shove and it's to our benefit [or survival] we'll shut it down in the blink of an eye.

Putin has already stated that if the US breaks the ABM treaty, that Russia will consider the arms reduction treaties to be voided and will not meet their committments for reduction. Bluff? How much do you want to bet on that bluff?
Depends on how good BMD is.
The Russians also screamed and yelled how about how awful the US was when we were the only ones with The Bomb. Wanted the US to destroy its arsenal. Wanted international control.
They were strangely silent about these points once they had their own arsenal. They will oppose ANYTHING that decreases our vulnerability to their weapons.
