It's interesting to read the US v. Miller decision which cites various historical documents and points in establishing the intent of the 2nd. There are several references which point specifically to regulated arms and ammuninitions and verification on the part of the government to ensure that the militia was capable of performing it's duty. Fines and penalties were at times used when the militia did not meet certain defined requirements.

So your earlier point of government verification is not only Constitutionally valid, but is supported within the historical documents used in the decision of US v. Miller.

Let me see if I can get this down to such a sharp point that even you can finally get it.

If Britain had had gun control regulations in effect in the American colonies in 1775 such that only persons that the British givernment approved of had weapons, would the American Revolution have occurred?

Now keep reading that until you finally understand it. I know it's long and has big words, but work at it.
