How am I going to keep a thief from stealing my gun because I have to file a report?!

Most criminals don't steal guns, they buy them. Gun theft is just a way that a shady dealer can disguise the transaction. That's where the report comes in, if guns seem to get stolen out of your house time and again then this should be taken into account when determining whether you are responsible enough to have the gun replaced. That's the idea of responsibility, the responsible owner would not only have training but also be expected to be aware of safe storage or locks or other methods of keeping the gun with the person for whom it is registered.
