OK, Tim, I'm gonna try one more time to get this point across. In diplomacy, you don't have to do anything that normal people like you and me would consider disrespectful or insulting to be disrespectful or insulting. All you have to do is stand or sit at the wrong time or use the wrong tone of voice. It's all choreographed. If you zig when you're expected to zag, you've insulted someone. In that environment, the Administration's failure to touch all the bases and soothe all the potential ruffled feathers prior to scuttling Kyoto is considered disrespectful. I understand that that sounds stupid to you. But that's the way the game is played and that's what the Europeans are reacting to. It's like etiquette. All the rules don't make sense, but there is an expectation that the rules will be followed so when someone disregards a rule, eyebrows raise. I'm not trying to justify it. I'm only saying that that's the way things are done and Presidents should know better than to play the bull in the china shop.
