No it looks like they claim that their crystal ball has suddenly gone cloudy. As This FT.com article pointed out. in December they had no problem in forecasts going out three years.
The company warned it was facing a sluggish third quarter and said market
visibility was too poor for it to be able to provide guidance for the final three
months. The market had hoped for firmer guidance and a brighter outlook.

The caution is in sharp contrast to past outlook statements by Nokia. As
recently as last December the company had felt confident enough to give
revenue forecasts for the next three years.
