Not necessarily. If the interlocutors accept the notion of self evidence and agree that certain things can be based on self evidence, as in our constitution, then policy can not only be discussed but it can be based on these self evident concepts.

Obviously the King of England at the time of the American Revolution rejected the validity of the self evident concepts present in our constitution while the constitutional defenders accepted them.
