Not necessarily. Let's say you have stock A that you think will go from $20 to $30, and stock B that will go from $20 to $200. Given limited capital, which would you buy?

Same on the short side. One can bear a finite amount of risk. CSCO no longer presents competitively attractive downside amongst the universe of short candidates, just as it no longer presents competitively attractive upside. It appears to be relatively dead money.

I use the term "relatively" very very very carefully.
