That is not a disturbance in their society. Anyway, of course they have a substantial degree of freedom of speech and press. However, there is still a reluctance to cause turmoil...

Ok. How about within the last year when French protests shut down all seaport activity between England and France and most of the shipping activity within Western Europe. Or how about the time when the lorry drivers in England blocked the petrol distribution centers throughout England. Would those constitute a disturbance to society?

This one is just too dumb to let pass...

In the 90s there has been nothing but tranquility in the Balkans and prior to that we had the those incidents called World War I and II which caused no "turmoil". In between WW II and now we have kept many thousands of troops in that area of reluctant "turmoil". The last time I checked Moscow was in Europe. No doubt you have much "experience" with "those of European background". You do know some Americans, don't you? Clearly your understanding of Europe and Europeans is limited to say the least.
