Germany's E-Plus Ready for the Future with Alcatel LMDS

Contract reinforces Alcatel's fixed wireless as solution for 2G and 3G mobile networks

Paris, July 19, 2001 - Alcatel (Paris: CGEP.PA and NYSE: ALA) today announced that it
has signed a contract with E-Plus, Germany's third-largest mobile operator, to deploy its
industry-leading broadband wireless technology in the operator's 3G network. E-Plus will
use Alcatel LMDS (local multipoint distribution service) to provide mobile backhaul
transmission in their GSM (Global System for Mobile Communication) and UMTS (Universal
Mobile Telecommunications Systems) networks. The estimated value of the contract is
Euro 40 million. The deployment and operation of Alcatel LMDS in the E-Plus 2G/GSM
network is already ongoing.

"With Alcatel LMDS we are able to quickly implement our immediate roll-out plans and at the
same time lay the foundation for our future UMTS mobile communication network", said
Olaf Gerwig, executive director Planning & Engineering at E-Plus. "Having already
successfully supported the needs of our GSM network, we are confident that Alcatel
LMDS will once again provide the technical quality and reliability we need in our UMTS
network to deliver the advanced mobile services our customers are waiting for."

UMTS, the next generation mobile communications standard, will enable mobile phone
users to access web-based services, including the Internet, directly from their handset.
By maximizing spectrum efficiency Alcatel LMDS offers operators a future-proof mobile
backhaul solution that connects the radio network controller and the mobile network's
base station, significantly reducing transmission costs in urban 2G and 3G networks. With
quicker and easier mobile base stations deployment, operators using Alcatel LMDS can
deploy a flexible, scalable solution incrementally, allowing them to reap revenue generating
benefits while minimizing up front investment. Alcatel's broadband wireless access
system also provides ideal support both for the higher data rates expected to accompany
the rollout of new services and the high base-station density in metropolitan areas. The
Alcatel LMDS solution is compatible with other new mobile communications standards
including GPRS (General Packet Radio Service) and EDGE (Enhanced Data rate for GSM
Evolution.)
