In order to use the passport service as generally in most european states, it has to comply with several european laws about registration. As long as passport complies with these laws (some of which are quite restrictive), nobody can legally argue that Passport has a privacy problem, but there can be difficulties in making some market segments feel comfortable giving personal data to passport.

But since Microsoft doesn't need a 80% market coverage for passport to become a commercial success, that should not be a big problem.
