pro, I believe that with very cost effective enforcement of code with the proper level of likely to get caught the message of be smart or you won't make money can be accomplished.

With the correct level of enforcement the safety of Mexican trucks will match American. I don't think draconian measures are needed. Just persistent regular enforcement. In the beginning, maybe some check points, maybe random check points.

If the problem persists then the penalty or the rate of enforcement is not high enough. But I lean towards escalating fines and rigorous verification.

You have to be fair and you don't want to kill American truckers ability to make money.
