If you're so keen on making it into one, why don't you
list for me all those military powers which were, at the time, more powerful than Iraq?

How do you measure their power? What about nuclear weapons, naval power and long range power projection ability?

I would say that at the time, The US, Russia, China, and Germany were unambigiously more powerful. The UK and France were more powerful if you include nuclear weapons and/or naval power in the equation or if you take random patch of land half way inbetween the two and had them fight it out even without the UK or France being able to use their nuclear weapons or their warships. Also either could have defeated Iraq by itself if you give both countries awile to prepare and fully mobilize had them fight it out in Kuwait and Saudi. Iran had fought Iraq to a bloody stalemate.
