If I might respectfully point out....

You are attempting to conform the text of this notice to logic. Its from the IRS. Take a look sometime at Section 42 of the Internal Revenue Code. Its 34 pages long. I think you are engaging in an exercise in futility.

I don't think you are missing anything here. It all sounds rather stupid to me. Even if they figure that people somehow have to recieve notice before the check itself why require you to keep that notice (and probably something sent with the check as well) in your records? Personally I hope I am never audited. My records stink.
