How much research did you do? If you researched in depth you would discover it is not a myth. You would also discover that the governors of more than 20 states who were opposed to it (and needed for ratification) were promised that there would be a "ceiling" that would never be violated. The amount: $5,000. They should have known better. Some went along at that point because at the time less than 1% of the people of the US earned more than $5,000 a year. But it was still not legally ratified despite that. Neither was the "emergency" WWII legislation of withholding income from paychecks rescinded, although it was passed on the assurance that it was only temporary. Neo, do you really know the history of this country -- or has what you've learned come from "free schools?"
