It is NOT a right. You can't think or wish your way into a right. Whenever you try to create a new "right" beyond the ones carefully recognized by the Founding Fathers, you must ask yourself "at whose expense?" If that "right" involves the coercive violation of another individual's inalienable rights, then it is NOT a real right, it is a handout at the expense of another.

You may say that providing children with a free education is an acceptable use of tax $s because education is a common good, but it is not a right. A municipal water system paid for with taxes may be a common good but is clean water a right? Not in my understanding of the concept of Rights.
