All of that applies to the individual, for the general populace is comprised of individual citizens with inalienable rights. The government has been allowed to exist to protect those rights. The common good is the protection of individual rights, which is good for everyone, because then no one's rights are threatened.

If one man's rights are threatened, then all our rights are threatened. That was a slogan in the late 1700s. Ever hear it today?

How about, "Don't Tread on Me?" That used to be a US slogan too, when individuals were recognized as supreme to their government.
