He arranged it under duress from other Wash. VIP participants in his S&M bi-sexual parties. The big-wigs threatened him and his family if he did not silence Chandra, who threatened to expose the goings-on when she realized there was no permanent place for her in his life. He is just trying to protect his family and himself from harm by remaining mute. That guarantees he won't be tricked into an accidental revelation that could bring down some powerful people and get he and his family killed.

In other words he is scared excrementless (because you're not supposed to say shitless on SI).
