My boss is a great guy who, like me, is a silviculturist. The Forest Service until Clinton was the only federal bureau that had a Civil Service Chief. Now it has a politically appointed Chief like all the others. Under Bush, the new Chief is a forester. I met him long ago, and he used to work in an adjoining district, although in different states. Things have started to get better, but I'm afraid too much water has gone over the dam.

Under Clinton, the Forest Service made a great show of "reinvention," purporting to flatten out the organization. In fact, the opposite happened.
