I don’t know, Yaacov. Obviously, neither Europe nor the US can absorb all those who are fleeing poverty and despair in third-world countries. I guess I can list all the usual things that are mentioned when trying to resolve developing world problems: education, birth control, economic growth, end of corruption, development of democratic institutions, more education, etc. Maybe they will work in the long run, but near-term there are no solutions. All you can do is design laws you can live with, and then enforce them while at the same time treating people as humanely as possible.
The question of treatment of minorities (be they citizens or legal residents) is different. What can one do to reduce racism that seems to be so common? We, Jews, can talk about it from unique viewpoint since often we are members of majority and, at the same time, ostracized minority (Gustave’s many anti-semitic remarks case in point).
