I think he could have slowly bled out the excess that way, while keeping lending rates intact for corporations.

What do you think?

I fully agree with you on this. The problem was not an over heated economy as much as and more to the point, an over heated NASDAQ. Margin restrictions should have been the only focus. Everything else would have fallen into place as the market adjusted itself without the over all economic pain that was invoked by rate hikes.
