My neighbor knocked down an old bungalow and built a 6 bedroom house with a remodeling permit. He used part of the old basement.

Here you have a right to replace it, but only on the identical (or smaller) footprint and no greater height. And you still need to get a building permit, which in our case cost in excess of $6,000.
