Very difficult for the state to regulate without setting up a massive internal security apparatus.

Do you really think that legalization of marijuana will not be accompanied by regulation? Unfortunately, regulation and taxes have become the drugs of choice of politicians, Left and Right.

Cocaine and heroin are not innocuous and have to be imported.

You're absolutely right. But, I believe that "innocuous marijuana" will be the nose of the camel under the tent.

If marijuana was legal, we could keep surveillance confined to the border, where it belongs.

Of course we could; and politicians everywhere salute you, especially those from border states. Your position ends up favoring legalization of cocaine and then heroin and then the next and the next, because "The drug war is the last gasp of that moralist crusading strain of thought..."

The drug war is the last gasp of that moralist crusading strain of thought that gave us Prohibition and women's suffrage.

So how long do we have to wait before women's suffrage is repealed? It is way overdue. <ggg>

It's time to stop the insanity.

Agreed. We only differ as to which side of the argument is insane.

Old HL didn't miss that one by much, did he?
