Public summit meetings are a relic of World War II. The photo op rules, and the only business that gets done is pre-arranged. The secret meetings got a bad rap because they were blamed for the rapid spread of World War I in 1914. But that's a red herring. All of Europe's citizens craved war in 1914 and danced in the streets when mobilizations were announced.

The purpose of secret diplomacy was always to keep the peasants with pitchforks from destroying the world. Today the "peasants" are grad students and the welfare-dependent flotsome of the European nations. If world leaders must meet (and they absolutely must) they should find a secure place where the world's sidewalk scum can't reach them...
